Context

The National Highways Authority of India (NHAI) has launched OneTag, a FASTag portability service integrated with the Rajmargyatra app.

Nature: A digital portability framework that allows users to switch FASTag issuer banks without replacing the existing RFID tag.
Developed by: Indian Highways Management Company Limited (IHMCL) and NPCI.
Objective: Provide greater choice of FASTag issuers while retaining the existing Tag ID and vehicle linkage.

Request: User checks portability through the Rajmargyatra app using the vehicle registration number.
Authentication: Existing issuer verifies consent through a six-digit Mobile Verification Code (MVC)/OTP.
New Issuer: User selects another participating bank and completes digital KYC and wallet linking.
NPCI Mapping: NPCI updates the NETC mapper, routing future toll transactions to the new issuer.
Old Wallet: The previous bank settles pending transactions and refunds the remaining balance.

No Tag Replacement: Existing RFID tag and Tag ID remain unchanged.
Cooling-off Period: A six-month gap is required between successive portability requests.
Uninterrupted Tolling: Toll plazas continue using the existing NETC infrastructure.
Independent Settlement: The old wallet balance and refunds are settled separately by the previous issuer bank.
