Census Town in India: Criteria, Meaning and Why Urban Classification Needs Revision

Context

The Ministry of Housing and Urban Affairs has said that the existing criteria for identifying Census Towns are outdated and do not adequately capture India’s urbanisation.

About Census Town

A Census Town is a settlement that meets urban demographic and economic characteristics but continues to be administratively governed as a rural area.

Criteria

A settlement is classified as a Census Town if it satisfies all three:

Population: At least 5,000.
Economic Activity: At least 75% of the male main working population engaged in non-agricultural activities.
Population Density: At least 400 persons per sq. km.

Why Do the Criteria Need Revision?

Gender Bias: Focuses only on male workers, overlooking women’s participation in non-farm activities.
Regional Differences: Uniform population and density thresholds may not suit hilly and North-Eastern settlements.
Density Issues: Large revenue-village boundaries can reduce the recorded density of compact peri-urban settlements.
Changing Urbanisation: Existing criteria may miss peri-urban belts, industrial corridors and ribbon development.
