DILRMP 3.0 (2026–2031): Bhu-Aadhaar, GIS Land Records, NAKSHA and Key Features

The Digital India Land Records Modernisation Programme (DILRMP) 3.0 marks the third phase of India’s land-records modernisation. Launched through the Department of Land Resources (DoLR), the programme aims to create an integrated, GIS-enabled, and interoperable land administration system.

DILRMP 3.0 (2026–2031): Key Features

  • Central Sector Scheme: Fully funded by the Central Government, with fund releases linked to programme performance.
  • Bhu-Aadhaar (ULPIN): Provides every geo-referenced land parcel with a 14-digit Unique Land Parcel Identification Number.
  • GIS & Cadastral Maps: Focuses on digitisation and georeferencing of cadastral maps.
  • NAKSHA: Expands modern GIS-based mapping for urban property records.
  • Paperless Registration: Promotes end-to-end online property registration through a central registration repository and modern Registration Seva Kendras.
  • Integrated Revenue Courts: Connects revenue courts with land-record systems so that litigation outcomes and court orders can be incorporated into records.
  • Transparent Governance: Seeks to reduce land disputes, improve accessibility of records and strengthen property-related transactions.

DILRMP 3.0: Significance

DILRMP 3.0 represents a shift from merely digitising land records to creating an integrated digital land-governance ecosystem. By combining GIS, unique parcel identification, online registration, and judicial integration, it can improve transparency, reduce disputes, and enhance Ease of Living and Ease of Doing Business.
