What is the Shanghai Cooperation Organisation?
The Shanghai Cooperation Organisation (SCO) is a Eurasian regional organisation focused primarily on security, political cooperation, economic development, connectivity and cultural exchanges.
China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan established it in 2001. India and Pakistan became full members in 2017, while Iran joined in 2023 and Belarus became a member in 2024.
Over the past 25 years, the SCO has expanded considerably and now brings together 10 member states.

The 10 SCO members are:
- China
- Russia
- India
- Pakistan
- Kazakhstan
- Kyrgyzstan
- Tajikistan
- Uzbekistan
- Iran
- Belarus
The presence of major powers such as China, Russia and India, together with Central Asian countries and Iran, makes the SCO an important platform for Eurasian diplomacy.
Key Agenda of SCO Summit 2026
1. Regional Security and Counter-Terrorism
Security remains at the heart of SCO cooperation. The summit is expected to focus on combating terrorism, separatism and extremism, alongside emerging threats such as organised crime and cybercrime.
India has consistently emphasised the need for stronger international cooperation against terrorism and terrorist safe havens. Recent SCO discussions have also highlighted collective action against terrorism, separatism and extremism.
2. New Security Mechanisms
The SCO is considering stronger institutional mechanisms to address emerging security challenges. Discussions around a Universal Security Center and an Anti-Drug Center are among the developments associated with the 2026 agenda.
3. Connectivity and Transport
Connectivity is another major priority, particularly for landlocked Central Asian economies.
Projects linking China, Kyrgyzstan and Uzbekistan, along with wider transport and cargo corridors, could strengthen trade connectivity across Eurasia.
For India, however, connectivity remains closely linked with the principles of sovereignty, territorial integrity and transparency.
4. Trade and Economic Cooperation
The SCO is seeking to deepen economic cooperation among its members through greater trade, investment and regional integration.
The 2025 Tianjin summit had already placed considerable emphasis on trade, investment, energy, industry and sustainable development, providing a foundation for discussions under Kyrgyzstan’s chairmanship.
5. Digitalisation and Cybersecurity
Digital transformation is another priority of Kyrgyzstan’s SCO chairmanship. The organisation is expected to examine opportunities for digital cooperation while addressing cyber threats and cybercrime.
6. Sustainable Development and Environment
Climate change, biodiversity, water resources, glacier preservation, waste management and low-carbon development have also featured in SCO cooperation under Kyrgyzstan’s chairmanship.
Why is the SCO Summit 2026 Important for India?
The SCO provides India with a diplomatic platform to engage simultaneously with China, Russia, Iran and the Central Asian republics.
India’s key interests include:
- Counter-terrorism: Promoting collective action against terrorism and extremist networks.
- Central Asia: Strengthening India’s engagement with Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
- Connectivity: Exploring alternative routes to access Central Asian markets.
- Energy security: Expanding cooperation with major energy-producing countries.
- Trade and investment: Increasing India’s economic engagement with Eurasian economies.
- Strategic diplomacy: Maintaining dialogue with China and Russia within a multilateral framework.
- Multipolarity: Supporting a more representative and multipolar international order while emphasising international law.
India’s participation is particularly significant because the SCO brings together countries with which New Delhi has both areas of cooperation and strategic differences.
