The Prime Minister approved the launch of the PM RAHAT (Road Accident Victim Hospitalization and Assured Treatment) Scheme, reflecting a governance approach rooted in Seva – service, compassion and protection for vulnerable citizens
About PM RAHAT
- Financial Coverage & Scope
- Cashless Treatment: Eligible road accident victims are entitled to cashless treatment up to ₹1.5 lakh per victim.
- Time Window: The coverage is applicable for a period of 7 days from the date of the accident.
- Universal Eligibility: The scheme applies to victims of accidents occurring on any category of road across the country.
- Emergency Response & The “Golden Hour”
- Integration with 112: The scheme is integrated with the Emergency Response Support System (ERSS) 112 helpline.
- Victims or “Rah-Veers” (Good Samaritans) can dial 112 to get information on the nearest designated hospital and request immediate ambulance assistance.
- Stabilization Period: Non-life-threatening cases: Stabilization treatment will be provided for up to 24 hours and Life-threatening cases for up to 48 hours.
- Integration with 112: The scheme is integrated with the Emergency Response Support System (ERSS) 112 helpline.
- Funding & Reimbursement Mechanism
- Reimbursements to hospitals are processed through Motor Vehicle Accident Fund (MVAF)
- Insured Vehicles: If the offending vehicle is insured, the cost is recovered from the General Insurance Companies.
- Hit-and-Run/Uninsured: In cases of hit-and-run or uninsured vehicles, the government provides the payment through budgetary allocations.
- Claims approved by the State Health Agency settled within 10 days, ensuring financial certainty for hospitals.
- Digital Architecture & Implementation: It combines two major platforms:
- eDAR (Electronic Detailed Accident Report): Under the Ministry of Road Transport and Highways.
- TMS 2.0 (Transaction Management System): Under the National Health Authority.
- For treatment to continue under the scheme, police confirmation is required within 24 hours (non-life-threatening) or 48 hours (life-threatening) via an integrated digital system.
- Accountability & Grievance Redressal: Grievances of road accident victims will be addressed by a Grievance Redressal Officer nominated by the District Road Safety Committee chaired by the District Collector / District Magistrate / Deputy Commissioner\
