The Ministry of Home Affairs (MHA) has added heatwaves and lightning to India’s list of notified natural calamities, taking the total number of notified natural calamities to 14.
The decision, based on the recommendations of the Sixteenth Finance Commission (FC-XVI) and operational guidelines issued on 30 June 2026, is an important development in India’s disaster-management framework.
It enables States to access disaster-management funds more effectively for dealing with the growing risks associated with extreme heat.

What Does the New Decision Mean?
Earlier, States could treat heatwaves as a local disaster and use the State Disaster Response Fund (SDRF). However, spending on such local disasters was subject to a ceiling of 10% of the annual SDRF allocation.
The new notification removes this disadvantage and brings heatwaves within the broader disaster-financing framework.
States can now use:
- SDRF for immediate relief and response to heat-related losses.
- SDMF for long-term mitigation and climate-resilience measures.
- National disaster funds when the scale of a disaster exceeds the resources available to the State.
This represents a shift from merely responding to heat emergencies towards planned heat-risk reduction and climate adaptation.
India’s Disaster Fund Framework
Under Article 280 of the Constitution, the Finance Commission recommends the arrangements for disaster-management financing.
The Sixteenth Finance Commission has recommended approximately ₹2.04 lakh crore for State disaster funds for 2026–27 to 2030–31.
The funds are broadly divided into:
State Disaster Response Fund (SDRF)
The SDRF is primarily intended for immediate response, relief and reconstruction following disasters.
For heatwaves, it can support measures such as relief and compensation for eligible heat-related losses.
State Disaster Mitigation Fund (SDMF)
The SDMF supports long-term disaster-risk reduction.
For heatwaves, potential interventions include:
- Cooling shelters
- Heat early-warning systems
- Heat-risk mapping
- Vulnerability reduction measures
- Heat-resilient infrastructure
The expanded financing framework therefore allows States to address both the immediate and structural dimensions of extreme heat.
Why Are Heatwaves a Growing Threat in India?
India’s exposure to extreme heat is increasing due to climate change, urbanisation and socio-economic vulnerability.
More than 57% of Indian districts are estimated to face high-to-very-high heat risk, covering roughly three-fourths of India’s population.
The risks are amplified by:
- More frequent hot days
- Increasingly warm nights
- High humidity
- Urban heat-island effects
- Limited access to cooling facilities
- Occupational exposure among outdoor workers
- Greater vulnerability of elderly and low-income populations
Heatwaves can affect not only health but also agriculture, labour productivity, energy demand, water availability and urban infrastructure.
Heat Action Plans: A Key Tool
The National Disaster Management Authority (NDMA) has directed States, districts and cities to develop Heat Action Plans (HAPs).
A comprehensive HAP should identify:
- Heat-risk and vulnerability
- Early-warning mechanisms
- Vulnerable populations
- Public-health preparedness
- Cooling and drinking-water facilities
- Short-, medium- and long-term interventions
Around 300 cities and districts across 23 heatwave-prone States have Heat Action Plans.
However, implementation remains a major challenge because of inadequate financing, limited technical capacity and competing priorities.
The expanded access to disaster funds can help bridge this policy-to-implementation gap.
Challenges Ahead
1. Implementation Gap
Having a Heat Action Plan does not automatically ensure effective implementation. Local governments need dedicated funding, trained personnel and clear accountability.
2. Lack of Technical Capacity
Many local bodies require assistance in preparing scientifically sound and financially viable mitigation projects.
3. Inadequate Health Surveillance
Heat-related deaths may be undercounted because extreme temperatures can aggravate cardiovascular, respiratory and kidney-related conditions without being classified directly as heatstroke.
4. Uneven Vulnerability
Heat risk varies across regions. Urban heat islands, humidity, housing conditions and access to healthcare differ significantly between States and cities.
5. Need for Better Coordination
Effective heatwave management requires coordination among disaster-management authorities, health departments, municipalities, meteorological agencies, water agencies and labour departments.
Way Forward
India needs to move from reactive heatwave response to proactive heat-risk management.
- Strengthen Heat Action Plans: Every vulnerable district and urban local body should have a locally tailored HAP based on scientific risk assessments.
- Create fundable projects: States should convert HAP recommendations into specific projects that can be financed through mitigation funds.
- Improve heat-health surveillance: Better data on heat-related illness and mortality is essential for targeted interventions and effective relief.
- Promote climate-resilient infrastructure: Cool roofs, shaded public spaces, urban greenery, water access and cooling centres can reduce heat exposure.
- Use innovative financing: Parametric insurance and other pre-arranged financial instruments can enable rapid payouts when predefined temperature thresholds are crossed.
- Converge government schemes: Heat-resilience measures should be integrated with existing programmes related to housing, urban development, water, health and employment.

The recognition of heatwaves as notified natural calamities marks an important shift in India’s disaster-management approach. It gives States greater financial capacity to respond to heat-related emergencies while also investing in long-term mitigation and climate resilience.
However, financial access must be matched by effective implementation. Strong Heat Action Plans, reliable health data, technical capacity and locally appropriate adaptation measures are essential to ensure that disaster funds translate into tangible protection for vulnerable communities.
For India, the larger goal should be to move from managing heat emergencies to building heat-resilient communities, cities and livelihoods.
