The Raisina Dialogue 2026, India’s flagship conference on geopolitics and geoeconomics, was held in New Delhi from 5–7 March 2026.  The President of Finland served as the Chief Guest and keynote speaker at the Raisina Dialogue 2026.

About Raisina Dialogue

The Raisina Dialogue held in New Delhi since 2016, serves as a major platform for global leaders, policymakers, scholars, and industry experts to discuss emerging international challenges and opportunities.

●     Organisers: Observer Research Foundation (ORF) in partnership with the Ministry of External Affairs (MEA), Government of India.

○     Named after Raisina Hill, the seat of India’s government in New Delhi

●     Theme of 2026 Dialogue: “Saskāra – Assertion, Accommodation, Advancement”

●     The theme highlights the civilisational idea of Saskāra, which represents the inheritance of identity and values that allow societies to:

●     Assert their identity and sovereignty,

●     Accommodate differences and diversity in the global system, and

●     Advance through refinement, innovation, and cooperation.

Significance

●     Acts as India’s flagship platform for strategic dialogue with the world.

●     Enhances India’s role in shaping debates on global governance and Indo-Pacific security.

●     Promotes plurilateral cooperation among countries on emerging geopolitical and technological challenges.

Key Highlights – Raisina Dialogue 2026

  • India in the New World Order: Finland President Alexander Stubb stated that the Global South will shape the future world order, with India playing a central leadership role.
  • Decline of Western Dominance: The global power balance is shifting from the West toward emerging economies, marking the gradual end of a Western-dominated order.
  • Importance of Global Rules: Without strong international rules and institutions, the world may face instability and power vacuums.
  • India’s Pragmatic Diplomacy: India follows a balanced and independent foreign policy, engaging multiple partners rather than relying on a single power.
  • Reform of Global Institutions: Stubb supported greater representation of the Global South, including India’s permanent membership in the UN Security Council.
  • Emerging Global Challenges: Issues such as trade weaponisation, AI governance, climate change, and migration require global cooperation.
  • Need for Global Awareness: External Affairs Minister Jaishankar stressed the need for greater strategic awareness, especially regarding technology, AI, and evolving global dynamics.

Key outcome of Visit of Finland President to India

●     Elevation of Relations to a Strategic Partnership: India and Finland upgrade their bilateral ties to a “Strategic Partnership in Digitalisation and Sustainability.” to deepen cooperation in emerging technologies, innovation ecosystems, and green transition initiatives.

●     Cooperation in Emerging Technologies: Both sides agreed to expand collaboration in Artificial Intelligence, quantum computing, 6G telecommunications, and digital infrastructure.

○     Finland’s technological expertise and India’s large digital market create strong complementarities for building resilient technology ecosystems and innovation-driven growth.

●     Agreements Signed: Several agreements were signed during the visit, including:

○     Migration and Mobility Partnership Agreement to facilitate movement of skilled professionals and students.

○     Renewed MoU on Environmental Cooperation focusing on bioenergy, renewable energy, waste-to-energy solutions, and green technologies.

○     MoU on Statistical Cooperation to strengthen data sharing and governance capacity.

●     Expansion of Trade and Investment: double bilateral trade by 2030, leveraging the opportunities created by the India–EU Free Trade Agreement (2026).

●     Strengthening Climate and Sustainability Cooperation: Finland, a global leader in the circular economy and green technologies, agreed to deepen collaboration with India in areas such as renewable energy, energy storage, sustainable infrastructure,

●     Institutional Mechanisms for Cooperation: The two countries agreed to strengthen institutional frameworks by:

○     Establishing Joint Working Groups on Digitalisation and Sustainability.

○     Enhancing innovation partnerships and startup linkages.

○     Promoting collaboration between universities, research institutions, and industries.
