Kartavya Bhavan Inaugurated by PM Modi: A Landmark Step in India’s Central Vista Redevelopment

Prime Minister Narendra Modi inaugurated Kartavya Bhavan-03 on August 6, 2025, marking a significant milestone in the Central Vista Redevelopment Project. The Bhavan is the first of ten planned Common Central Secretariat (CCS) buildings, envisioned to modernize governance by housing multiple ministries under one roof.

What is Kartavya Bhavan?

Kartavya Bhavan is a newly constructed building under the Common Central Secretariat initiative. It is part of the Central Vista Project, a flagship infrastructure initiative by the Government of India, which also includes the new Parliament House, Vice-President Enclave, Executive Enclave, and redevelopment of Kartavya Path (formerly Rajpath).

Purpose:

  • Centralize ministry offices to streamline administration

  • Replace ageing structures like Shastri Bhawan, Nirman Bhawan, Krishi Bhawan, and Udyog Bhawan

  • Create a sustainable, modern, and digitally integrated workspace

Ministries Housed in Kartavya Bhavan-03

The newly inaugurated Kartavya Bhavan-03 will accommodate the following key ministries and departments:

  • Ministry of Home Affairs

  • Ministry of External Affairs

  • Ministry of Rural Development

  • Ministry of Micro, Small and Medium Enterprises (MSME)

  • Department of Personnel and Training (DoPT)

  • Ministry of Petroleum & Natural Gas

  • Office of the Principal Scientific Adviser to the Government of India

This consolidation is expected to enhance communication and coordination across ministries while reducing operational costs.

PM Modi’s Visit and Statement

PM Narendra Modi, accompanied by Union Housing and Urban Affairs Minister Manohar Lal Khattar and HUA Secretary Katikithala Srinivas, toured the building on the inauguration day. The Prime Minister was briefed on various architectural and sustainability features of the building, reflecting a futuristic vision for governance.

Future Plans Under the Common Central Secretariat

The Ministry of Housing and Urban Affairs (MoHUA) has outlined the construction of 10 CCS buildings as part of this initiative. Progress on other buildings is as follows:

  • CCS Buildings 1 & 2: Completion expected by September 2025

  • CCS Building 10: To be completed by April 2026

  • CCS Buildings 6 & 7: Scheduled for October 2026

Temporary relocation of ministries during the transition will take place at Kasturba Gandhi Marg, Minto Road, and Netaji Palace for a period of two years.

Central Vista Redevelopment: A Quick Recap

The Central Vista Redevelopment Project is a major urban revamp of India’s administrative core in New Delhi. Key components include:

  • New Parliament Building – Already operational

  • Vice-President Enclave – Completed

  • Kartavya Path – Redeveloped from Vijay Chowk to India Gate
