Context
Union Cabinet has approved the Bharat Audyogik Vikas Yojana (BHAVYA Scheme) for developing 100 plug-and-play industrial parks across India. The scheme will be implemented by National Industrial Corridor Development Corporation Limited (NICDC), under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry.
Aim of BHAVYA Scheme
- Increased speed and certainty by providing Plug & Play Industrial ecosystems to enable them to move from intent to production.
- Reduced entry barriers for investors by pre-approved land, ready infrastructure, and integrated services.
- Deregulation & Ease of Doing Business: focus on deregulation and ease of doing business, streamlined approvals, effective single window systems, and investor-friendly reforms by states.
- Employment & Job Creation: Drive large-scale job creation, generating direct & indirect employment across manufacturing, logistics & services.
- Benefits of agglomeration: By enabling cluster-based development and the co-location of industries.
- World-class, futuristic, sustainable & efficient industrial parks: Industrial parks developed under the BHAVYA scheme will ensure reliability, reduce inefficiencies, and enhance productivity across sectors, establishing new benchmarks in industrial infrastructure.

Beneficiaries of the BHAVYA Scheme
- Primary beneficiaries: Manufacturing units, MSMEs, startups, and global investors seeking ready-to-use industrial infrastructure
- Secondary beneficiaries: Workers, logistics providers, service sector enterprises, and local communities
Plug & Play Industrial Parks under BHAVYA Scheme
- Industrial parks ranging from 100 to 1000 acres will be developed.
- Implementation of Bhavya Scheme: Builds on the success of Industrial Smart Cities under the National Industrial Corridor Development Programme (NICDP) framework. The BHAVYA scheme will be implemented in partnership with states & private sector players.
- Financial support for plug & play industrial parks: Up to Rs 1 crore per acre to be provided for:
- Core infrastructure of Industrial Parks: Internal roads, underground utilities, drainage, common treatment facilities, ICT & administrative systems.
- Value added Infrastructure for Industrial Parks: Ready-built factory sheds, built-to-suit units, testing labs, warehousing, etc.
- Social Infrastructure for Industrial Parks: Worker housing & support amenities.
- Support for External Infrastructure: To be provided up to 25% of the project cost to ensure.
- Futuristic, Sustainable & Efficient Industrial Parks: Industrial parks developed under the scheme will be futuristic and sustainable ecosystems by:
- Aligned with PM Gati Shakti Principles to enable seamless multi-modal connectivity and efficient last-mile access.
- Green energy and sustainable resource use with integrated underground utility corridors enabling a no-dig environment for efficient maintenance & uninterrupted industrial operations.
- Coverage: Extend to all States & UTs.
- Selection of Projects: Undertaken through a challenge mode, ensuring only high-quality, reform-oriented, & investment ready proposals get funded.
The BHAVYA scheme will accelerate Atmanirbhar Bharat, strengthening domestic manufacturing and exports to build a resilient, inclusive, and globally competitive economy through sustainable, high-tech industrial growth.
