●     Political Context: Somaliland declared independence from Somalia in 1991 (not internationally recognised). Berbera is Somaliland’s main economic asset.

●     Infrastructure & Management: It is modernised under concession (2016) by DP World (UAE). Development includes container terminal expansion and Free Trade Zone.

●     Ethiopia Factor: Alternative port access for landlocked Ethiopia. Part of the “Berbera Corridor” to reduce Ethiopia’s dependence on Djibouti.

●     Strategic & Security Dimension

○     UAE operates a military facility near the port.

○     Gains importance amid Red Sea tensions (Houthi attacks, West Asia rivalry).

○     Competes with Djibouti, which hosts US, China, and French bases.

Israel’s Recognition of Somaliland

  • Israel’s formal recognition of Somaliland in December 2025 marks a historic diplomatic shift in the Horn of Africa.

Somaliland’s Long Quest for Recognition

  • Breakaway Since 1991: Somaliland declared independence from Somalia after the collapse of Siad Barre’s regime but has remained internationally unrecognised for over three decades.
  • De Facto Statehood: It has:
    • Its own constitution and currency
    • Conducted elections
    • Maintained relative peace and internal stability
Yet no UN member state had formally recognised it — until Israel.

Principle of Territorial Integrity: The African Union has consistently upheld Somalia’s territorial unity, fearing that recognition of breakaway regions may destabilise the continent.
