  • Developing countries require “substantive enhancement” in climate finance beyond the floor commitment of $100 billion a year to meet their ambitious goals and rich countries need to lead the mobilisation of resources, India has stressed at the ongoing UN climate summit COP-27 at Sharm el-Sheikh in Egypt.
  • At the COP-15 held in Copenhagen in 2009, developed countries had committed to jointly mobilise $100 billion a year by 2020 to help developing countries tackle the effects of climate change.
  • Rich countries, however, failed to deliver this finance.
  • India said that climate actions to meet the nationally determined contributions (NDC) targets require financial, technological, and capacity-building support from developed countries, people aware of the developments said.

  • Diabetologists, as a part of an ongoing study, have found that the younger generation were diagnosed with Type 2 diabetes 10 to 15 years earlier when compared to their parents’ generation. They were diagnosed with diabetes between 40 and 50 years of age.
  • “This was due to their stressful lifestyle, altered dietary pattern and sedentary lifestyle due to lack of physical activity,” Manoj Shah, diabetologist, Madras Medical Mission (MMM), said, while giving out the interim results of the ongoing study that looked at 100 patients at the hospital’s diabetic clinic on Thursday.
  • Diabetes is a Non-Communicable Disease (NCD) that occurs either when the pancreas does not produce enough insulin (a hormone that regulates blood sugar, or glucose), or when the body cannot effectively use the insulin it produces.
  • It is classified into two types:
    • Type 1 Diabetes: It occurs when the pancreas fails to produce sufficient insulin.
    • Type 2 Diabetes: Type 2 diabetes is the most common type of diabetes. In this condition the body does not use insulin properly. This is called insulin resistance.The main reason for the occurrence of type 2 diabetes is due to obesity and lack of exercise.

  • A recent Reserve Bank of India study (RBI Bulletin, June 2022) on the fiscal vulnerability of Indian States undertaken in the backdrop of the Sri Lankan debt-default crisis of May 2022 has identified Kerala among the five most-indebted States of India, the others being Punjab, Rajasthan, Bihar and West Bengal.
  • In an expanding economy, debt is not a sin and becomes a problem only when it turns unsustainable.
  • The quality of spending is a critical variable because it shows prudent fiscal management and good governance.

  • On the eleventh hour of the 11th day of the 11th month of 1918, the guns fell silent over Europe, bringing an end to a brutal war that drew in soldiers and contributions from around the world. Indian blood was spilled in Europe, as it was in Africa, West Asia and Asia. The memory of the almost 10 million battlefield deaths in the First World War and the 15 million or more who were killed fighting the Second World War is now honoured in countries around the world on November 11, with nation-wide silences and the laying of wreaths.
  • Not so much in India — apart from in Army cantonments and at the British Consulate in Kolkata — even though over 1,61,000 men made the ultimate sacrifice for India’s freedom.
  • This was compounded by the bitterness of Viceroy Lord Linlithgow declaring war on Germany on India’s behalf in 1939 without consulting Indian leaders, and further roiled by the pitting of Indian against Indian when Netaji Subhas Chandra Bose’s Indian National Army sided with the Axis Powers in the hope that this might bring freedom.
  • India was threatened in the Second World War by advancing Japanese forces who got as far as Burma/Myanmar. They were repulsed in the battles of Imphal and Kohima between March and July 1944. These were brutal battles.

  • Tweaking guidelines for television channels operating in India, the Union Cabinet has laid down some norms on content as well.
  • it said wherever applicable, the channels would have to broadcast content on themes of national importance and socially relevant issues for at least 30 minutes every day.
  • The ‘Guidelines for Uplinking and Downlinking of Satellite Television Channels in India, 2022’ point out that as airwaves and frequencies are public property and need to be used in the best interest of society, a company with permission to operate in India, barring foreign channels, will have to air content in the service of the public.
  • The guidelines say “the Central Government may, from time to time, issue a general advisory to the channels for telecast of content in national interest, and the channel shall comply with the same”.

  • The post of Governor is actually inherited from the past. The Mughals had Governors in order to be able to reach out to vast territories of the empire. The British also had Governors to be able to govern India.
  • The Governor has various functions, such as addressing the joint session of the Assembly and the Budget session, and signing Bills that have been passed by the Assembly. The Governor has administrative and political functions to perform.
  • As per Article 155 of the Constitution, the Governor is appointed by the President. But the Sarkaria Commission, set up in 1983 to examine the Centre-State relationship on various points, felt that the Chief Minister should be consulted before appointing the Governor, for proper working of the parliamentary system.
  • Between 1967 and 1971, there were three high-level bodies which looked at this issue. The report of the First Administrative Reforms Commission was submitted in 1969. The Tamil Nadu government set up the Rajamannar Committee. And the President Secretariat set up a committee. All three said that the Chief Minister should be consulted before the Governor is appointed.
  • The National Commission to Review the Working of the Constitution said, “It would be appropriate to suggest a committee comprising the Prime Minister, the Home Minister, the Speaker of the Lok Sabha and the Chief Minister of the State concerned to select a Governor.”
  • The National Commission to Review the Working of the Constitution (NCRWC), also known as the Justice Manepalli Narayana Rao Venkatachaliah Commission, was established on February 22, 2000, by a resolution of the NDA Government of India, led by Atal Bihari Vajpayee, for the purpose of suggesting possible constitutional amendments. In 2002, it handed in its report.

  • With larger payments still an issue, of which defence deals account for a large part, India and Russia are trying to find a workaround, and this was one of the issues External Affairs Minister S. Jaishankar discussed with his Russian counterpart, Sergey Lavrov, during his recent visit to Moscow, according to official sources.
  • It has been learnt that rupee-rouble payments are not solving the issue as rupees are accumulating on the Russian side due to the trade imbalance. Since the war in Ukraine and Russia’s ouster from the SWIFT system, while smaller payments have been happening in the last few months, there are issues with larger payments, another official source stated. Goods have been shipped but payments have been held up, as Russia tries to meet timelines, which have seen some slippages with the continuing war in Ukraine.
  • Russia has emerged as India’s largest supplier of oil for the month of October, according to latest figures, overtaking the traditional suppliers Saudi Arabia and Iraq.

  • Malnutrition refers to deficiencies, excesses or imbalances in a person’s intake of energy and/or nutrients. The term malnutrition covers 2 broad groups of conditions.
  • One is ‘undernutrition’—which includes stunting (low height for age), wasting (low weight for height), underweight (low weight for age) and micronutrient deficiencies or insufficiencies (a lack of important vitamins and minerals).
  • The other is overweight, obesity and diet-related noncommunicable diseases (such as heart disease, stroke, diabetes and cancer).
  • Scientists say the initial 1,000 days of an individual’s lifespan, from the day of conception till he or she turns two, is crucial for physical and cognitive development.
  • But more than half the women of childbearing age are anaemic and 33 per cent are undernourished, according to NFHS 2006. A malnourished mother is more likely to give birth to malnourished children.
  • For example, girl children are more likely to be malnourished than boys, and low-caste children than upper-caste children.

Conclusion:

  • Substantial improvements across malnutrition indicators in the states of India would require an integrated nutrition policy.
  • These improvements include providing clean drinking water, reducing rates of open defecation, improving women’s status, enhancing agricultural productivity and food security, promoting nutrition-sensitive agriculture. Integrated nutrition policy can be brought by harmonization of efforts across ministries, political will and good governance.
