Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)

  • About
    • It is a food security welfare scheme announced by the Government of India in March 2020, during the COVID-19 pandemic in India.
    • The Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) was launched to provide free 5 kg foodgrains per person per month to about 80 crore beneficiaries covered under the National Food Security Act (NFSA).
    • The free grains are over and above the normal quota provided under the NFSA at a highly subsidised rate of ₹2-3 per kg.
    • It was announced as a part of the Pradhan Mantri Garib Kalyan Yojana/Package, which is a comprehensive relief package of Rs 1.70 Lakh Crore Yojana for the poor to help them fight the battle against Coronavirus.
  • Ministry: The program is operated by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution.
  • Objective: It is aimed at providing free foodgrains — 5 kg per person per month — to eligible beneficiaries of the National Food Security Act (NFSA), 2013. This is over and above their monthly entitlement under the NFSA.
  • Beneficiaries
    • There are two categories of beneficiary households under the NFSA — the Antyodaya Anna Yojana (AAY) households, and the Priority Households (PHs).

AAY Households

Priority Households

  • They constitute the constitute poorest of the poor.
  • AAY Households were to be identified by States/UTs in accordance with the guidelines applicable to the scheme.
  • These are eligible to receive 35kg of food grains per month per family.
  • They receive foodgrains at the subsidized price of Rs.3 per kg for rice, Rs.2 per kg for wheat and Rs.1 per kg for coarse grains.
  • Families which are not covered under AAY fall under PHs.
  • These are identified in accordance with the guidelines framed by the respective State/ UT Governments.
  • These are eligible to receive 5kg of food grains per person per month.
  • Foodgrains are at the subsidized price of Rs.3 per kg for rice, Rs.2 per kg for wheat and Rs.1 per kg for coarse grains for these cardholders.
  • Coverage: Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) provides food grains to the beneficiaries of NFSA, which covers up to 75% of the rural population and 50% of the urban population. The overall national coverage of the NFSA is about 67.5 per cent.

Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY): More on the News

  • So far, Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) has been in operation for 25 months as under:
    • Phase I and II ( 8 months) : April’20 to November’20
    • Phase-III to V (11 months) : May’21 to March’22
    • Phase-VI    ( 6 months)  : April’22 to September’22
  • Under the six phases of the scheme, the government has so far allocated 998 lakh metric tonnes (LMT) of foodgrains — of which 826 LMT has been lifted by states and Union Territories.
  • It is estimated that the government has spent around Rs 3.4 lakh crore on the implementation of all six phases of the PM-GKAY.

 

Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) different from the NFSA?

  • The NFSA is a right-based scheme under a law of Parliament, while the PM-GKAY is a scheme announced by the executive as a top-up to the entitlements of beneficiaries covered under the NFSA.
  • The Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) provides additional benefits to NFSA beneficiaries, but does not cover additional beneficiaries beyond the accepted limit of 81.35 crore persons under the NFSA.

 

Pradhan Mantri Garib Kalyan Package (PMGKP)

  • It is a comprehensive relief package of Rs 1.70 Lakh Crore Yojana for the poor to help them fight the battle against Corona Virus.
  • This was announced in March 2020, to reach out to the poorest of the poor, with food and money in hands, so that they do not face difficulties in buying essential supplies and meeting essential needs.
  • Following are the components of the Pradhan Mantri Garib Kalyan Package:
    • Insurance scheme for health workers fighting COVID-19 in Government Hospitals and Health Care Centres.
    • Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).
    • Benefits to famers: The first instalment of Rs 2,000 due in 2020-21 will be front-loaded and paid in April 2020 itself under the PM KISAN Yojana.
    • Cash transfers Under PM Garib Kalyan Yojana: This included ex-gratia of Rs 500 per month for three months for 20.40 crores PMJDY women accountholders and gas cylinders at free of cost for 8 crore poor families for three months.
    • Help to low wage earners in organized sectors: PF contribution by the government for wage-earners below Rs 15,000 per month in businesses having less than 100 workers for a period of three months.
    • Monetary support for senior citizens (above 60 years), widows and Divyang.
    • Increase in the wages of MGNREGA and limit of collateral free lending for women SHGs was increased.
    • Building and Other Construction Workers Welfare Fund
    • District Mineral Fund (DMF): The State Government will be asked to utilize the funds available under DMF for supplementing and augmenting facilities of medical testing, screening and other requirements in connection with preventing the spread of CVID-19 pandemic as well as treating the patients affected with this pandemic.
